Kohima's plastic ban is on paper only — enforcement absent after 6 months

Nagaland issued a state-wide single-use plastic ban in October 2024. Six months later, vendors at Kohima Municipal Market are still freely using banned plastics. No penalties have been imposed. Awareness material was not distributed to market associations. The Environment Dept needs to activate the inspection mechanism and designate enforcement officers per ward.
